Hi Steve,
Feel free to email me off list if you would like.  The USFWS has been
redesigning there website and its a little harder to navigate now, at least
its harder to find the special rule's.

still requires ESA permit for import/export/interstate commerce of live
specimens.

I coulndt find the complete Special Rule for American Alligator, if you look
on https://ecos.fws.gov/speciesProfile/SpeciesReport.do?spcode=C000  you
will see there are many links and referances to the sprcial rule for this
species.
