CROCLIST: New legislation in New England?

I was watching FOX nightly news last night for the Mass. area, and a story  
comes on of a New Hampshire man who hooked a five foot alligator while fishing. 
 He tries bringing it onto his boat, then loses it after it almost bites his  
hand. Fish and Game officials searched the pond but haven't seen any sign of 
it,  assuming there ever was one to begin with. The fish and game rep the news 
crew  interviewed says snapping turtles are sometimes mistaken for gators. 
None of  this was that surprising to me, but then the fish and game official 
says  alligators (and I assume all crocodilians) are now illegal to possess or 
sell in  the state without a permit. Since when? Anyone on this list know 
anything about  this? Last I recall only venomous reptiles required permits in  NH.
